Wheater was not involved in the shock FA Cup defeat to Burton after talks took place over a possible deal.
The move has since stalled and Mowbray will include the 23-year-old in future fixtures with no expectation of the transfer saga affecting Wheater's performances.
Mowbray told the club's official website: "Watching the boy train, he hasn't pulled out of anything. He's been training as he always does, at 100%, and I would assume his performance at the weekend will be 100%."
Mowbray cannot guarantee the defender will remain with the Championship strugglers and added: "Everything can change but until then we get on with it."
