Carbone says no

the Italian insisted on the move being permanent but Boro were not in the position to offer such a deal.

Steve McClaren said "I met with Benito yesterday to talk over him joining us on loan for the remainder of the season with a view to a possible permanent move in the summer."

"Unfortunately Benito is not interested in a loan move and we're not in a position at the present to offer him a permanent deal. That might have changed in the summer if he had come here and done well. As it stands, unless anything changes, we'll have to look elsewhere."

Is this another oversight on Boro's part, Carbone has recently returned from a loan spell at Derby, and the reason he returned to Valley Parade was, yes, you guessed it, he wanted a permanent deal.
